Animal shelters should be places of hope—where every pet has a real chance at finding a home, and every community is supported in responsible pet ownership. Yet, too often, shelters and rescues are burdened by outdated systems, limited resources, and public misconceptions that hold them back from their true potential.
That’s why The Shelter Shift exists.
Who We Are & Why This Matters
I’m Roxanne Hicks, and for the past nine years, I’ve been in the trenches of animal sheltering—managing a nonprofit organization that serves the public, has municipal contracts, and works closely with several different animal control jurisdictions. I’ve seen the best and worst of our industry: compassionate teams saving lives against all odds but also broken systems that fail the animals they’re meant to protect. Millions of animals are euthanized across the United States every year.
The reality? The way we run shelters needs to change.
Shelter reform isn’t about blame—it’s about solutions. It’s about challenging outdated policies, improving operations, and building stronger connections between shelters, rescues, and the public. This blog is here to provide insights, strategies, and advocacy to shift how we think about animal rescue.
